RULES FOR PUBLIC PARTICIPATION AND EXPECTATION OF MEMBERS OF THE PUBLIC AT THE FORMAL COUNCIL MEETING (INCLUDING THE OPEN SESSION) Kirkby Malzeard, Dallowgill and Laverton Parish Council Good manners and respect are expected at all times The Chairman will not tolerate unruly behaviour and will use his powers to ensure conformity to these rules Issues to be raised by the members of the public should:  a) Be Agenda points in the formal session, or b) Ongoing issues and other reports in the open session In the formal Council meeting there is no common-law right for members of the public to speak without consent of the Council.  Attendees will be permitted to speak at the discretion of the Council A member of the public who wishes to speak should indicate by hand or by standing and the Chairman will respond to them asking them to give a brief outline of the issue to be addressed.  The Chairman will seek a resolution from Council to permit them to speak.  Please be patient whilst this necessary procedure is undertaken. Members of the public will only be permitted to speak during the Formal Meeting if they have information for the Council which may impact on its decision-making in a specific issue.  Complaints will not be accepted in the meeting and are to be referred to the clerk in writing. If invited to speak an attendee may do so for no longer than three minutes in total during the whole meeting including the open session at the end of the meeting. If detailed issues are to be raised by the public then they must be put in writing to the clerk.  Any detailed financial issues can be included in this, although the Council may wish to address current minor financial issues where it can in the session. The Chairman has discretion as to whether questions raised will be answered at the meeting, dealt with after the meeting by written response to the enquirer, or by way of an Agenda item at the next meeting of the Council. The Council cannot take a decision on any issue raised at a public session unless the issue is specified on the Agenda of the Council Meeting or the clerk has been delegated powers to deal with it as urgent.
